As your Director, I have represented your interest in our organization and fully support our organization's goals, constitution, bylaws, and mission statement.

I read and summarized all the Comments and Replies submitted in response to the FCC License Restructuring proceeding which showed that 70% of the respondents’ favor full General HF privileges with a maximum 5wpm code test.  This summary was presented to the Federal Communications Commission during the Ex-Parte presentation made by NCI directors’ Bill Sohl and Carl Stevenson.  I have actively participated in Board matters and submitted a personal Comment and Reply to the FCC regarding amateur radio restructuring.

Irrespective of the victories or losses resulting from the current FCC Restructuring proceeding, it is vital that we move forward to delete the S25.5 Morse code test rule from the International Telecommunications Union’s (ITU) rules.  This rule has been used many times to justify the unnecessarily continuation of higher speed Morse code test requirements.  The Morse code test has been a bogus licensing requirement for 2 to 3 decades.  It is now time to petition the US government to establish a policy to delete S25.5 at the first available ITU World Radio Conference, and to take exception to the rule if it is not deleted.

It will take a few more years for us to complete our goals and objectives.  I hope you will continue to support and participate in the eliminating of Morse code testing as an Amateur Radio licensing requirement.  Thank you for your support.
